We met this gorgeous, imperious, queenly Vulcan crone in Star Trek: The Motion Picture. She is apparently a High Priestess or a high-ranking official of some sort. She is flanked by two serious Vulcan gentlemen (who apparently are subordinate to her) when she confronts Spock.
She meets Spock in the Vulcan desert where he has been meditating and whatever else it is that Vulcans do to achieve the state of grace they call "kolinahr". She officiates at a brief ceremony where she acknowledges Spock's fittedness for graduation (or whatever it is that they call it), and she begins to reward him with a symbolic necklace.
Spock kneels as if to accept the necklace, but stops her when she tries to put it on him. Disturbed, she mind-melds with Spock to understand his hesitation.
After melding with Spock, she says, "I sense the consciousness calling to you from space. Your human blood is touched by it, Spock. You have not yet attained kolinahr." She then drops the necklace on the ground.
To the other Vulcan men with her, she says, "He must search elsewhere for his answer. He shall not find it here." To Spock she says, "Live long, and prosper, Spock." Then she turns on her heel and walks away. The two guys with her follow her without further parlay.
Spock also says nothing more, since it seems to be no use.
We never get her name, and we don't know what her official title or role is, but she clearly is the one with all of the power in that situation. She doesn't discuss or negotiate at all. She has all of the total power to give or withhold that token, and she doesn't have to care if anybody agrees, or likes/dislikes it. When she walks away, it's over. Her male companions follow her without hesitation or question, so she's clearly the leader in charge.
